Rules for the 2008 West Carrollton Soccer Blast

ELIGIBILITY:
The tournament is open to currently registered USSF league or association teams with rosters of no more than 18 players (12 players for U8-10 teams, 14 players for U11 teams) for each game. All teams must be currently registered and in good standing with their state, national, or provincial association, and hold a valid USSF player pass for the current seasonal year. Passes will be inspected prior to the start of each match. A maximum of 5 guest players for U11-19 teams (maximum of 4 guest players for U8-10 teams) may be included in the roster, subject to the maximum roster sizes stated above. No player shall be allowed to register with more than one team or switch to another team during the tournament. Travel permission forms must be filed by all teams from outside of the Ohio South Youth Soccer Association.

AGE:All teams will determine their ages per the USSF USYSA age guidelines effective September 1, 1991. Ages will be determined on birthdays as of August 1.

GAME FORMAT:
Setup is as follows:
Age; Preliminary & Final Game Length; Ball Size; Players on field during game
Under 8-10; 25 minute halves; 4; 6
Under 11; 25 minute halves; 4; 8
Under 12; 30 minute halves; 4; 11
Under 13-14; 30 minute halves; 5; 11
Under 15-16; 35 minute halves; 5; 11
Under 17&19; 40 minute halves; 5; 11

FORFEITS:Failure to complete a match, or a team leaving the field during play, will result in forfeiture.
No team that has forfeited a game will be declared a wild card or group winner. The team winning by forfeit will be awarded the average number of goals scored in all other games, rounded DOWN. The opponent's score will be zero. This score will be the official score in case goal differential is necessary as a tie breaker. The tournament officials reserve the right to decide all matters concerning forfeits.

LAWS OF THE GAME:
International Rules (FIFA/USSF) apply with the following exceptions:

A. Substitutions must be at the mid-field line.
B. Substitutions may be made with the consent of the referee:
1. After a goal by either team.
2. Before any goal kick.
3. Before a throw-in, in your favor or if the oppontent is substituting.
4. At the beginning at any period of play.
5. After any injury, by either team, when the referee stops play.
6. After a caution, the cautioned player may be substituted for.

SCORES:
Both coaches must insure that the game results have been reported correctly to the site coordinator within one hour of the game's conclusion. Both coaches must sign the referee's official game card prior to each game.

SPORTSMANSHIP:
In accordance with FIFA policy, there shall be no dissent between players and/or coaches, and the referee. Questioning a referee's call is considered dissent. Coaches are responsible for the actions of their fans, and are expected to demand their support in monitoring and enforcing this policy.

Any player or coach ejected from a game will be ineligible to participate for a minimum of the next scheduled game. Substitution for the ejected player will not be allowed for the remainder of the current game.

All coaches must remain within their coaching area, which is an area 5-20 yards from the center line in the in-touch area, opposite the similar area for the opposing team. A team can have no more than three coaches in the team's coaching area. All spectators must be on the opposite side of the field from the teams.

STANDINGS/TIE BREAKERS:
Each team will be awarded 3 points for a win, 1 point for a tie, and no points for a loss. In the event of a tie in group standings, the following procedures, in order listed will determine the winner:

1. Team with the most wins.
2. Winner of the game played between the tied teams. If three or more teams are tied for the group lead, this step will not be used (proceed to Step 3).
3. Highest net goal differential (Goals scored minus goals allowed), per game, totaled. Maximum goal differential per game is three. EXAMPLES: For a score of 4-1, goal differential is +3 for the winner and -3 for the loser. For a score of 5-1, the goal differential is also +3 and -3.
4. Fewest total goals allowed (gross), all games.
5. Penalty kick elimination (FIFA laws, see below).

The selection of a wild card team, if required, shall be determined by the following procedures, in order listed (subject to the provisions contained in the FORFEITS section of these rules).

1. Non-Group winner with the most total points (from win-loss-tie record).
2. Non-Group winner with the most wins.
3. Winner of the game played between tied teams. If three or more teams are tied, this step will not be used (proceed to Step 4)
4. Highest net goal differential (see Step #3 above).
5. Fewest total goals allowed (gross), all games.
6. Penalty kick elimination (FIFA laws, see below).

Placement of wild card teams in final games will be under the following format:
Bracket A winner vs. Bracket B winner
Bracket C winner vs. Wildcard

If Wildcard is from bracket C:
Bracket winner A vs. Bracket C winner; Bracket winner B vs. Wildcard

TIE BREAKERS IN FINAL GAMES:
Two ten (10) minute overtime periods for all age groups, played to completion. If the game is still tied after completion of the two ten minute overtime periods, then penalty kick elimination will be used (see definition below).

PENALTY KICK ELIMINATION:
Only players on the field at the end of the second overtime period (or last game for Standings Tie Breaker) are eligible for penalty kicks. A coin flip will determine who goes first (visiting team calls). Five penalty kickers per team, alternating kicks per team. The most goals scored after five kicks for each team wins the tie breaker. If the score remains tied after five kickers, teams will alternate kickers using the remaining eligible field players until there is an unmatched goal between the teams. After all eligible players on the field of play have taken kicks, teams will start with their first kickers again and in the same order until there is an unmatched goal and a winning team is determined.

PROTESTS:
Protests will not be accepted.

PLAYER EQUIPMENT:
1. Shin guards are mandatory and must be covered by a sock.
2. No cutoffs under or in lieu of uniform shorts are allowed.
3. Jerseys will be tucked into players' shorts at all times.
4. The home team is responsible for changing colors in the event of a conflict.

GENERAL:
1. Coaches are required to bring player cards and medical release forms to every game.

2. If a game is temporarily suspended due to weather, field conditions, or other situations beyond control, each team must check with tournament headquarters for further instructions. A game interrupted in the first half will resume play from the point where the game was stopped and play the game to full completion, or to completion of at least the first half and record the score as complete, at the decision of the tournament officials. A game interrupted in the second half can resume play from the point where the game was stopped and play the game to full completion, or can be recorded as a complete game with the score at the point the game was stopped, at the decision of the tournament officials.

3. The tournament directors' interpretation of the foregoing rules and regulations shall be final.

4. The tournament directors reserve the right to decide on all matters pertaining to the West Carrollton Soccer Blast.
